The first panel of New England state government representatives will discuss their state’s perspectives on EJ and the second panel of practitioners, including an industry representative, a stakeholder, a consultant, and a high-ranking agency official charged with diversity / inclusion / equity (DIE) implementation will discuss how EJ is being incorporated into project development and review. The focus is on the fact that while the concept of EJ has been around since the early days of NEPA (early 1970s), recent changes at the federal and state levels is causing an evolution in how EJ is addressed in some environmental reviews and approvals of projects.

Over the past year, a number of state legislatures in New England advanced significant energy and environmental policy, but perhaps none as comprehensive and consequential as An Act Creating a Next-Generation Roadmap for Massachusetts Climate Policy. The NextGen Roadmap requires Massachusetts to achieve net-zero carbon emissions by 2050 with interim greenhouse gas reduction targets and 5-year sublimits for key economic sectors. The law also increases procurement of offshore wind resources and Renewable Portfolio Standard requirements; introduces an opt-in municipal stretch code for greater building efficiency; addresses the impacts of energy facilities in environmental justice communities; and, for the first time, directs the Department of Public Utilities to include security, equity, and decarbonization in its oversight. How will the Commonwealth meet these and other new requirements? Can Massachusetts balance meaningful action on climate while ensuring consumer protections? How do these changes affect investment decisions, including those in the region’s competitive wholesale electricity markets? Our panel of experts will discuss the expectations, opportunities, and challenges of implementing this important and far-reaching legislation.

Accelerating Transportation Electrification in the Commonwealth of Massachusetts
The Commonwealth of Massachusetts’ 2050 Decarbonization Roadmap set a GHG emissions reduction target for the next decade at 50% reduction below the 1990 level in 2030 and at least net zero statewide greenhouse gas emissions in 2050. In the Clean Energy and Climate Plan (CECP) for 2025 and 2030, a blueprint was established that outlined the strategies, policies, and actions that will put the Commonwealth on a pathway to achieve our 2050 decarbonization goals, equitably and affordably, with major new initiatives advancing decarbonization of buildings, transportation, and electricity sectors. Many opportunities for public engagement exist to help craft the CECP but what’s a good introduction to how Massachusetts will make transportation electrification (TE) a reality on a massive scale? With electric vehicle (EV) manufacturers and EV charging equipment suppliers revving up their engines to meet this demand, a clear understanding of the MA transportation market characteristics, utility programs, state incentives and interactions with other market sectors and programs is needed, as well as knowing how to navigate federal efforts to build up resilient, fast-charging grid infrastructure. WHAT TO DO WITH ALL THIS CO2?
The goal of decarbonization is to reduce or eliminate carbon dioxide (CO2) emissions, as well as other pollutants, from the energy grid. However, that will not occur overnight. Renewable energy sources such as hydrogen, wind, and solar are still a long way away from being the predominant source of energy. Whether you like it or not, our economy will continue to rely on fossil fuels as it builds towards a greener future. So, what do we do in the meantime? Carbon capture offers the potential to dramatically reduce CO2 emissions from large stationary sources. It comes in many practical forms too. CO2 pipelines, geologic sequestration wells, direct air capture, forestry, and even aquaculture are just some of the methods used to sequester CO2. This market potential has not gone unnoticed. The 2021 Bipartisan Infrastructure Bill earmarked billions of dollars towards the development of carbon capture projects. Exxon Mobil Corp., Royal Dutch Shell, and TC Energy have all announced major carbon capture projects as part of a drive to reduce both their own and their customers’ emissions. Exxon is even forecasting that carbon capture could become a $2 trillion market by 2040. However, some critics think that carbon capture is too expensive. Others think that is just a way for fossil fuel companies to keep operating without actually changing the way they do business. Can carbon capture deliver on its potential? Can it help us achieve our emissions reduction goals? When noise and renewable energy are mentioned in the same sentence, most of us think first of wind turbines. However, solar energy facilities also use noise-producing equipment and must be designed and operated to comply with state and municipal noise requirements. Join Michael Bahtiarian from Acentech and Betsy Mason from Klavens Law Group, P.C. to learn what solar facility components are subject to such regulation, what requirements apply, what noise control measures are available to assist in achieving compliance, and when and how developers can incorporate noise regulation compliance into project planning. Climate legislation codifying greenhouse gas reduction goals were passed at the federal, state and local levels in 2021. In order to meet these ambitious goals, new renewable energy sources and new energy infrastructure connecting renewable energy resources to the grid or supporting transitional electric generation are needed, yet these infrastructure projects are meeting opposition. Natural gas pipelines also play a role in achieving a transition to a greater clean energy society. Recently, the construction of the New England Clean Energy Connect (NECEC) transmission line was halted after Maine voted against the corridor project in a referendum. Northern Pass, another transmission project to tie clean energy from Canada to southern New England, was similarly halted. The slow advancement of offshore wind and certain resistance to solar projects are further complicating our ability to meet the energy goals that have been set for the period between 2030 and 2050.

Meet Meredith Angwin, Author of Shorting the Grid: The Hidden Fragility of Our Electric Grid
NECA’s Young Professionals Committee invites everyone to a special virtual event featuring Meredith Angwin, energy analyst and author of Shorting the Grid: The Hidden Fragility of Our Electric Grid. You don’t have to read the book to benefit from a discussion with this dynamic author, but it can be easily purchased on the usual book purchasing sites or directly through Meredith. And a few of her books will be raffled off during the program!
As a working chemist, Meredith headed projects that lowered pollution and increased reliability on the electric grid. Her work included pollution control for nitrogen oxides in gas-fired combustion turbines, and corrosion control in geothermal and nuclear systems. She was one of the first women to be a project manager at the Electric Power Research Institute. She led projects in renewable and nuclear energy. In the past ten years, she began to study and take part in grid oversight and governance. For four years, she served on the Coordinating Committee for the Consumer Liaison Group associated with ISO-NE, her local grid operator.

2022 has been an eventful year for competitive suppliers, consumers and other industry stakeholders in the five restructured New England states and New York. Pro-competitive purchase of receivables and community choice aggregation regimes have finally been implemented in NH and RI, Maine has expanded its competitive supply rules to add protections for solicitations via door-to-door sales, and MA has implemented new transparency rules for licensing of suppliers and brokers. At the same time, MA DPU has sharply curtailed its work on adopting next generation improvements to retail markets regulations, CT PURA has stepped up its investigation and implementation of measures that would limit retail choice and assess historically large costs and sanctions on retail suppliers and the MA Senate went as far as to enact a bill that would have ended residential retail competition in the Commonwealth. This webinar will cover these and other recent retail markets developments and include a bonus deep dive discussion of the current status of and future prospects for MA’s one-of-a-kind Clean Peak Renewables Standard and other renewable portfolio standard developments across the Northeast.

The New England electricity market, like many other electricity markets around the world, is at a crossroads. There is near consensus that the status quo is not sustainable and market reforms are necessary. But there is disagreement among stakeholders, experts, and regulators on the best approach forward. To facilitate the search for a workable solution – the right path to be taken – NECA is proposing a frank and open discussion of the key issues facing the New England electricity market – the search for reliability while maintaining affordability during the decarbonization transition. In addition, given the necessity of having customer cooperation and supplementing utility-scale resources with distributed energy resources to achieve policy goals of decarbonization, the last panel of the day will consider how the traditional delineation between wholesale and retail markets is shifting and perhaps fading. What is the impact of kindness? In this highly interactive program, Cohen shares how kindness in the workplace, improves employee morale, elevates workplace culture, and reduces burnout. The size of the kindness action doesn’t matter. There is often an unexpected ripple effect and giving and receiving are often experienced differently. According to research from the University of California Riverside, 40% of our happiness is determined by intentional actions, not by genes (50%) or circumstances (10%). Cohen will encourage participation that will help attendees share ways to cultivate a strong culture of kindness. She will also share timely examples. This program will give your participants a variety of new kindness ideas and resources to implement immediately.

The NECA Renewable Energy Conference returns in person for the first time since March 2020, at the Waltham Woods Conference Center. New England Wholesale and Retail Markets – Crisis and Opportunity
Calendar year 2022 into early 2023 has been an unprecedented period for wholesale and retail markets in the five restructured New England states. Among other issues, consumers, market participants, utilities, regulators and legislators all have grappled with historically high wholesale and retail prices that have resulted in business challenges, consumer complaints and attention of regulators and legislators across the region, including:
- a Christmas Eve supply reserve shortage that triggered millions in generator non-performance fines;
- widespread challenge for utilities to secure cost-effective wholesale bids to meet default service obligations and resulting utility-self supply arrangements that raise potential costs and risks for consumers;
- business challenges for retail suppliers and municipal aggregators to secure cost-effective supply to meet service requirements or face default or even market exit risks; and
- regulatory investigations and potential legislative interventions on a wide variety of issues, including but not limited to changes on longstanding default service procurement processes.
Our distinguished panel will examine and discuss this period of challenges, as well as potential opportunities for stronger retail and wholesale markets going forward.

Climate plans in Northeast states with statutory greenhouse gas emissions are clear: achieving climate goals may be challenging with the widespread use of natural gas to heat buildings. While there is some discussion about the role of renewable natural gas or hydrogen for the building sector, many agree that electrification will be the primary pathway to converting buildings from gas. Still, policymakers, implementers, and other stakeholders face challenges with translating this policy need into effective, affordable, and equitable programs. Join our panel of experts as they discuss the policy rationale for switching off gas heat, some of the practical challenges associated with converting customers, and policy options for promoting heat pumps to gas customers.
