Cumulative Impact Analyses to Address Environmental Justice in Massachusetts – Virtual Event
The Massachusetts Department of Environmental Protection (MassDEP) is finalizing new regulatory amendments to require a cumulative impact analysis (CIA) for facilities in or near Environmental Justice (EJ) communities that are applying for an air Comprehensive Plan Application (CPA). These requirements are in addition to current EJ regulations needed through the Massachusetts Environmental Policy Act (MEPA) office. The CIA requirements included analyses of multiple air, environmental, health and socioeconomic indicators; air dispersion modeling for criteria air pollutants (including mobile sources); and air toxics analyses using either a risk screening spreadsheet or enhanced air modeling. Risk limits must be met, or emissions mitigated. This presentation will introduce the new regulations and discuss the implications for air permitting in Massachusetts.
