New England Wholesale and Retail Markets – Crisis and Opportunity

Calendar year 2022 into early 2023 has been an unprecedented period for wholesale and retail markets in the five restructured New England states.  Among other issues, consumers, market participants, utilities, regulators and legislators all have grappled with historically high wholesale and retail prices that have resulted in business challenges, consumer complaints and attention of regulators and legislators across the region, including:

• a Christmas Eve supply reserve shortage that triggered millions in generator non-performance fines;
• widespread challenge for utilities to secure cost-effective wholesale bids to meet default service obligations and resulting utility-self supply arrangements that raise potential costs and risks for consumers;
• business challenges for retail suppliers and municipal aggregators to secure cost-effective supply to meet service requirements or face default or even market exit risks; and
• regulatory investigations and potential legislative interventions on a wide variety of issues, including but not limited to changes on longstanding default service procurement processes. 

Our distinguished panel will examine and discuss this period of challenges, as well as potential opportunities for stronger retail and wholesale markets going forward.
