DAVID O’CONNOR

David O’Connor is Founder and President of O’Connor Energy Consulting. He was Senior Vice President at ML Strategies, LLC a subsidiary of the law firm Mintz Levin, from 2008 to 2022. While there, he helped clean energy companies shape emerging legislation, policies, and regulations. His clients included companies that develop wind and solar power plants, deliver energy efficiency services, install smart grid technologies, and bring new low-carbon fuels to the marketplace.

David served as the Commissioner of Energy Resources for Massachusetts from 1995 through 2007 where he developed and managed many of the state’s energy policies and programs, including the first state renewable portfolio standard. He represented the state in the negotiations that led to the first multi-state agreement to limit carbon emissions from power plants (known as RGGI). Before being appointed Commissioner, David had a distinguished career serving as a mediator of energy and environmental disputes and as a leader in the field of dispute resolution. He received his MPA from the Kennedy School of Government at Harvard University and his B.A. from Middlebury College.
